The Incight organization is headquartered in Portland, OR, but the scholarship does not seem to be limited to Oregonians.

The sponsor is the National Federation for the Blind, recipients therefore need to be legally blind. Some of the amounts are quite large, $10K - $12K. I imagine there is still competition. There is even one for blind educators. I don't see any restrictions, eg. geographic, undergrad/grad, etc..

The Sallie Mae Fund, which provides scholarships for underrepresented students in undergrad (or high school seniors planning to go to college). There are several that are in partnership with the United Negro College Fund, and so the application is thru UNCF, and not Sallie Mae Fund, but the link is provided. There are also a few that are for Latino students.
